Havethehonortoinvite you for the international conference titled “Safety of Mega-cities: Problems, Solutions, International Experience” which willbe held on 7-9 October 2003 in Moscow

This Conference will be dedicated to the discussion of issues of organizing strategies aimed at an ultimate reduction of those risks associated with emergency situations induced by man or by natural phenomena, at human health protection and at the reduction of environmental and material losses in case such situations occur.
The Conference Program
will include the following sections:
1. Emergency services of large cities. Status and trends for development
The following topics will be considered:
Structure of city rescue / emergency services; interaction between individual divisions. Specific features of rescue / emergency operations in a mega-city. Present-day achievements in terms of rescue/emergency service equipment. Organization of professional training of rescuers. Place and role of public rescue/emergency units. Social protection of rescuers.
2. Problems of ecological vulnerability of mega-cities
The following topics will be considered:
Overall approach to vulnerability. Startegies for individual cities.Status and prospects of environmental monitoring system development. Principles of sanitary and hygiene monitoring. Methodical bases for geological risk assessment.
3. Strategy of risk management in mega-cities
The following topics will be considered:
Regulatory and legal support of activities, related to urban safety. Organizational principles for structuring safety systems in mega-cities. Economic aspects of urban safety management. Comprehensive assessment of threats to safe development of a mega-city. Risk reduction of emergency situation as a basis for mega-city sustainable development. Modern information technologies in the area of emergency situation monitoring and crisis management. Life support system of a mega-city in emergency situations.
4. Terrorism as a threat to sustainable development of mega-cities
The following topics will be considered:
System of countermeasures against terrorism in a mega-city.
Terrorism risk growth trends in a mega-city. Forms and methods of terrorism threat control. Role of the population in the resistance to terrorism threats. Threat of industrial terrorism for vulnerable facilities and for urban life support systems.
5. Education of population on emergency situation issues
The following issues will be considered:
Organizational bases of population training system (including students). New educational technologies in safety related matters. Up-to-date training and illustrative materials referring to vital activity safety. Role of mass media. Current forms and methods of interaction with young people.
6. Improvement of natural and man-caused emergency situation monitoring, laboratory control and forecasting system
The following topics will be considered:
Prospects for using new technologies in the prevention and mitigation of emergency situations. The contribution of space techniques to urban safety. Laser technologies for remote monitoring of emergency releases in the urban environment. Radiation monitoring systems. Systems for detecting extreme meteorological events.

Tours of MES facilities and organizations in Moscow will be organized within the scope of the Conference Program.

Moscow, ul. Novy Arbat, Bld. 36/9 (premises of the Moscow Government).

Conference Participants
Representatives of the Moscow Government; the Senior Officials from the Ministries and Head-Quarters on Emergency Situations in CIS and large cities of Russia; representatives of governmental organizations from mega-cities in leading countries such as Germany, Japan, France, USA etc., and leading scientists will participate in the Conference.

Only invited papers will be presented at the Conference
