Statement of the 21st Governing Board

The Governing Board of the International Science and Technology Center (ISTC) held its 21st meeting at the ISTC Secretariat headquarters in Moscow. Representatives from all ISTC Parties attended with the European Union, Japan, Russian Federation, United States of America, and the Republic of Armenia represented on the Governing Board.

The ISTC approved 67 new projects representing $21 million in new funding for activities in Russia, Armenia, Belarus, Georgia, Kazakstan, and the Kyrgyz Republic. These projects highlight important areas of science and technology research and development: vaccines against influenza, devices for detecting radioactive materials, new anti-tumor and cardiac medicines, climatic history through glacier studies, study of the ozone layer over Siberia, and radioactive contamination of storage facilities.

The Board announced that 37 Partner projects totaling $17 million have been approved since the 20th meeting, and noted the expanding participation of Partners in ISTC activities. ISTC Partners are intergovernmental, governmental, and non-governmental organizations (including the private sector) that provide funds to engage CIS scientists in peaceful research projects. Total project funding now surpasses $267 million for 940 projects.

The Governing Board approved Intellectual Property Rights Guidelines for ISTC projects. The new Guidelines will assist ISTC Partners and Parties in fair and equitable partitioning of intellectual property.

Guidelines for Animal Care in ISTC Projects were developed by the Center and approved by the Governing Board. The Guidelines ensure that ISTC projects involving laboratory animals meet international standards for humane care. These standards will be reflected in the Project Agreements signed by both financing entities and CIS institutes.

The Parties began a third “Two Year Review of the ISTC,” and presented topics and themes on which the Center would focus in preparing for future activities. The Board reviewed a framework for the Review, and instructed the Parties and Secretariat to further develop the topics presented.

The ISTC Party delegations were honored to be received at a reception hosted by the Ambassador of Japan to the Russian Federation, His Excellency Minoru Tamba, at his residence in central Moscow.

At the invitation of Ministry of Atomic Energy, ISTC Party delegations visited the State Enterprise “Krasnaya Zvezda” (Red Star) in Moscow, for visits to its scientific laboratories and discussions on strategies for exploiting technologies and scientific expertise.

The Governing Board agreed to hold its 22nd meeting in Tbilisi, Georgia on 26-27 June 2000.
