This information provides the basis for the Parties and Board to confirm that all project activities meet ISTC main Project eligibility Criteria

1. Involvement of weapons scientists in civilian projects for peaceful purposes;

2. Concurrence of the government on whose territory the project will take place; and

3. Agreement to access for financial auditing and technical monitoring.

For review of project proposals ISTC partners should be informed of its model and instructions for proposal preparation.

Conditions For Approval Of Partner Project Proposals (pdf)

Project proposals are submitted to the ISTC Secretariat, which reviews the proposal for completeness and forwards them immediately to the Parties for review. Project proposal packages are identified as “Partner” projects and circulated to the Parties for review. Parties have one month in which to provide concurrence to the Secretariat. A form will be provided to facilitate this concurrence and to document for the files the action of the Board. If the Secretariat does not receive concurrence in the one-month period, it will resend the concurrence form, noting that no response within 15 days will constitute concurrence by the Party. The maximum total amount of time for the approval process would be 45 days.

The proposed program is intended for verification of conformity to formal criteria of files you have prepared with the text of a Project Proposal that you intend to submit or have already submitted to the ISTC. Software recommended for use outside the ISTC. Contains PP templates, instructions for PP formatting and preparation (with annexes). To be used as stand-alone module (.exe) on Windows-based platforms with MS Word installed. The program is free of charge. Additional forms are availiable on www.istc.ru
